If you then put the name on the marriage certificate in and the suggestions.....I am only going by Irish Grandmother's accent and my accent knowledge and I don't know all the Irish names that it could turn out to be.  They may know some other Houlihan etc variations to try as well. 

Put it in the Ireland General part seeing as you don't know the County.  Do you know her religion?

No, sadly. The only time a parent is mentioned in an Intention to Marry Notice is if one party is a minor and a named parent or guardian agrees to the marriage, or if the couple marry at a parent's stated residence. In this case the event took place at a Registrar's Office.

But here's a thought.

I wonder if the 1887 death certificate for her infant child Frederick might be helpful.

At least it might provide a different and hopefully more accurate surname for her.
