Just had a look at the Geneanet site,  and it appears that parents choosing Peternel (and variant spellings) as a forename for daughters reached a peak in about 1820.  Most popular area for this was Holland or The Nederlands.  Seems as though Peternal (sic) Blackmore was the only ever appearance of that name in that part of North Devon.  Wonder if her nickname became "Pet"...
