There was also a daughter Stella I G born 1917 died 1918

There is only one way you will establish the correct parentage and that is via his marriage cert

With limited information it's been rather challenging retrieving any Information.

Is this his death?

Surely you would get his father’s name from the marriage, or death certs. That is your only way to a starting point in your search for his birth.

I see only two marriages of an Oliver Jones in Bedwelty, the one you to mention to Mary L Neal and then one in 1920 to Mary E Hares.

So, it does appear that there are two Oliver’s in Bedwelty.

How do you know that your Oliver was first married to Mary? If yours isn’t the son of Richard, it could be that son who married Mary Neal.

You need both marriage certificates.

You may want to check to see if this Edgar married in the same church:

I know my Oliver was first married to Mary Louisa Neal because it says in the bible we have at home which was his dating back to the late 1800's. She died in 1918 and then he married my great grandmother Susan Ellen Evan's in November 1919.

Stella who died was his daughter.

No.  Just where he lived, his marriages and his children.  It's funny because my  gran (his daughter) always told me about a sister she had called Doreen who moved to Canada years and years ago.  In the bible there is a Christine Doreen Mabel Jones but guess what, I cant even find a birth certificate for her either.  Was her name Doreen or in fact Christine?  Who knows.  Most people in our family went by their middle names hence why everything is so hard to find.

Sorry - you can speculate forever but the only certain way of establishing his parentage is to buy a copy of one of his 2 marriage certs to see whether his father was Richard. 

If it wasn’t - then all the info posted about that couple is wasted but you will at least have a fathers name to work from.  Also a possibility one or more of the witnesses were related to him

In my first reply I said there were only 2 Oliver Jones births in the June qtr 1891 - one died so that only leaves the Bedwelty Oliver yet you say that Oliver died in 1962??  Where did you get that info from as per my earlier reply - there is no death in 1962 matching that birthyear
