If he is 3 weeks on 1851 census (30th March) you should be able to pinpoint birth fairly accurately.

This census leads towards his mother being unmarried Mary Gabe:

1851 Census
John Fortt 31, basket maker,
Ann Fortt 30, kyte maker,
John Fortt 7
Mary Ann Fortt 4
Saml Fortt 2
Gilbert Fortt 6 Months
Mary Gabe 18, Relative of Head, Unmarried, Glover, b. Merriot Somerset
Saml Gabe 3wks, Relative, b. Merriot Somerset
Note here on census alongside Saml: “Royal Marines on furlough”

Though I'm not sure
