So it doesn’t look to be the right man.

I will order the marriage certificate for Charles Westin & Elizabeth Llewellyn but not just yet as the GRO are asking us not to place orders currently due to staffing levels etc.

The certificate will hopefully have Charles's father named.

I presumed from an earlier post......."Västerås is pronounced - Vester rourse - (as in course). And then the V becomes W because "väst" is west in English." in your reply that it was where he was born but of course it was a referral to a Carl Westin which we now know is a different person and not Charles. So my incorrect presumption.  So where was Charles born?

Hi
He could well be from Västerås. It does look as though his birthplace from the census to be so. It sounded that you knew just.
I will try to find a connection if there is one in Västerås.

I have now received the marriage certificate for Charles Victor Westin who married Elizabeth Ann Llewellyn on the 21st August 1861 at the Bethany Baptist Chapel in Cardiff where her father was a Lay Preacher. Charles is recorded as aged 23 and Elizabeth 17, quite young?. Charles's profession is recorded as a Sailor and the residence is the same as Elizabeth's. Charles's father is recorded as Andrew Westin (deceased) and he was a Carpenter.

As Charles was a Sailor at the time of his marriage in August 1861 maybe he was at sea when the 1861 census was taken and I do not know if he was in the UK when the 1851 census was taken, given he was born in Sweden around 1838.
