The 1871 census actually says he was an "outfitter", so this is possibly him -
"LIQUIDATIONS - ... Parson and Westin, Cardiff, tailors, also separate creditors, J. H. Parsons; also separate creditors, C. V. Westin."
Western Mail, Saturday,  May 23, 1874

Modified to add:
From Perry's 1874:
"PARSONS John Henry and Charles Victor WESTIN, May 19, tailors and outfitters, late Bute Street, now Royal Arcade, joint creditors 4th June at 11; sep creditors of H PARSONS at 12; sep creditors of C V WESTIN at 1; at Sol T H Stevens, 2 Bute-crescent, Bute Docks, Cardiff."

Also in 1872:
"WESTIN Charles Victor, (Mar. 8  ) tailor and outfitter, Bute street Cardiff, 26 Mar. 11, at Sol, - T H Stevens, 2 Bute-crescent, Cardiff"

Could Västerås be interpreted thus?  That record is the only one I can see for a Carl Victor Westen.

With broad accents I think it could work well.  The marriage certificate for Charles may help confirm it

Västerås is pronounced - Vester rourse - (as in course). And then the V becomes W because "väst" is west in English.

Many thanks for all the information that has been found, so to recap............Charles Victor Westin was born 1837 or 1939 in Vasteras Sweden. We know that in 1861 he married Elizabeth Llewellyn in the Sept qtr and that at the time of the 1861 census Elizabeth was unmarried and living with her parents. So Charles was in Cardiff by 1861 but not to be found on the 1861 census record.
They had 4 children Emily 1862, Albert 1864-1871, Frederick 1866, Edith 1868 and Florence 1871, all born in Cardiff.  Charles was a tailor (the same profession as Elizabeths father David) and in 1870 was running a Tailor and Outfitters shop in Bute Street Cardiff. The 1871 census records the family living in Loudon Place, the Docks area of Cardiff and in 1874 Charles's business goes into liquidation. The 1881 census finds the family living in Grimsby Lincolnshire and Charles is a Ships Broker ( quite a change from being a Tailor) only for a year later the company A T Huss & C Westin becoming dissolved. A year later in 1883 Charles dies in Grimsby.

A previous post suggested the following could be Charles Westin............... Carl Victor Westen  born 27/1/1830
Vasteras, Vastmanland Sweden, baptised 3/2/1830. Father Johan Adolph Westen, mother Maria Ersdr. The birthdate is some 7 or 9 years earlier that Charles's recorded age on the 1871 and 1881 census records so may not be him??
