"Gibraltar, The Mill" at Bletchingdon

I have found a relative (Arthur Bullock) on the 1901 census living in Bletchingdon.

The address is stated as "Gibraltar, "The Mill"".

What/where is/was Gibraltar?

Neighbours are stated as living at "Mid Cottage, Gibraltar" and "Canal Cottage"

I wonder whether they were in the hamlet of Enslow https://en.wikipedia.org/wiki/Enslow which is located on the canal, Arthur's occupation was flour miller at the water mill, and it is close to the Rock of Gibraltar pub hence "Gibraltar" for a location reference.

Can anyone with local knowledge advise?
