I think this may be him in 1901 in Wolverhampton, living with his mother.

His mother's death is registered as Henrietta Ambrosine Williams in 1909:

It might be a coincidence, but there was also from this area a William Cherrington Williams, born 1846 Wolverhampton and died 1892 in NZ. He is buried in Christchurch and was at the time a bootmaker:

A Wm C Williams (26) and wife Henrietta (21) arrived 1875 into Picton:

It all lines up except the absolute absence of any birth record!  Seeing as there is no sign of any siblings, either, perhaps he was adopted?

Confirms the shoe business in Blenheim and Picton is indeed him.
