I am looking for details of Thomas DEVERS said to be born in Mayo on New Years Day 1924.
Would Civil Registration have been required in Ireland in 1924?

Civil registration of births in Ireland started in 1864 but because the birth is less than 100 years old the certificate will not be online. Family Search do have an index to vital records which goes up to 1958 (Note- the month of birth listed (Jan., Apr., July or Dec.) are actually the quarter in which the birth was registered not the month of birth)-

I now have a poor quality Birth Registration Document for Thomas Devers Born at Glenmask.
The document came from a daughter of Thomas, as a relative could she apply fo a copy before a 100 years are up?
Does anyone know of any records linked to Glenmask?

I have seen variations of the surname - Dever/s, Devine etc so you might try to broaden your search.
Glenmask is in the DED (Electoral Division) of Cappaduff (1901)  Cappaghduff (1911)

As you will have parent/s names you can search the two censuses.

I would look for Dev* surnames rather than stick to Devers.
