There is so little visible detail of the heraldic device(s) due to the quality of the photo, you won't be able to identify whose regalia it is that way.
And I think finding some local history web pages, Facebook groups etc, for the part of Lancashire you mentioned, might produce some results. And if locally, there is a picture of someone else with a similar chain, you might be able to conclude it is the same badge.
And you are right to suggest it might belong to a lodge of Masons, Buffaloes, (Rotarians, Odd Fellows?) etc, or even a local trade guild, in which case the possibilities become more plentiful!
