The RW 91 is  the Royal [Pay] Warrant 1891.  The Pay Warrant (still exists, updated many times since) lays down the conditions for pay, promotions, and pensions and includes conditions for discharge.

I don't know what article 609 referred to however.

PS Doesn't help but this is a later version:

It is with great difficulty I share with you that in the early hours of 07 August 2021, Maximilian passed away unexpectedly but peacefully.

With deep sadness,

Thanks.  It is a puzzle though.

Getting a bit closer by looking at newspaper articles and Hansard of the period it would seem to relate specifically to rates of pay and to pension payments on retirement.  Example - in 1871 the article was amended to uprate the pay of Royal Artillery boy soldiers from 10d/day to 1s/day and numerous officers retired "on retired pay under the provisions of Article 609 R 18....).

I note that he served only 2 2/3rd years of his 7 years colour service.  My (hopefully educated) guess is that there was some mention of early discharge in the article.
