Delayed birth record 1942 for Phillip H Williams DOB 8 July 1897 Butte Montana, gives mother as Emma Hitchins should be Mary. Father is correct as Richard J Williams and parents born England.

ADDED his actual birth record in Montana gives mother as Mary Hitchins

He married an Emma, which led to the confusion by the clerk.
When he signs up for the draft he is Phillip Harvey Williams with wife Emma of 521 10th Street Sacramento California and he is working for the Western Pacific Company. DOB and place of birth are correct.
I haven't found him yet in 1940 but it explains his brothers death in Sacramento CA.
