Very difficult to get a clear image from, but, they need to be flipped horizontally ... look at the bottom of the cardholder. ' KODAK SAFETY'  is backward.
Norfolk, Nelsons of Gt Ryburgh, Gooch, Howman, COLLISONS,  Ainger, Couzens, Batrick (Norfolk & Dorset), Tubby ( also of Yorkshire) Cathcarts of Ireland, Lancashire & Isle of Wight) Dickinsons of Morecambe and Lancaster, Wilson of Poulton-le-Sands and Broughton.  Wilson - Ffrance of Rawcliffe,  Mitchells of Isle of Wight. Hair of Ayrshire, Williamson of Tradeston, Glasgow. Nelsons in Australia with Haywards Heath connections.

I think you might notice that I did flip them horizontally : Could you scan each one at a higher resolution separately. MIGHT get a bit better result.

This is what I get after using a few processes (enlarged). I haven't cleaned any of the larger marks.I think the surface of the negative has badly deteriorated
