Annotation on 1939 register - can anyone explain ?

It says  (in green ink )Prev Regn NHS 4091193 /CR 279

P.W.C 129/666& ( black ink )

It relates to an unmarried male farm labourer born in 1884

The one in black is a Post War Credit repayment reference.
