Roman Numerals Query

Could someone tell me what the attached number is please? I confess I haven't seen the letter 'c' used in this way before. Is it meant to be 619?

619 in Roman numerals would be DCXIX. Your puzzle might therefore end with 19 but I don't think the first three letters represent a number. What is the context?

It was in a sentence describing a number of people.

I also read it as 619.  It's not uncommon to see the C used in this way.  It breaks down as:

           (6 x C(entum) = 600) + 19

Found an example.  This is 1551:

m^l v^c lj = ((mille =1000) + (5 x Centum) + 51) = 1551
