Estate Duty

I have an ancestor died at Holmlands Park Sunderland. In the Probate document  the Gross value of the estate was £427:18:07
 It then goes on to say £2:10:00 for fixed estate duty.

What does 'Fixed Estate Duty' mean exactly please. Is that tax on the money or did they have property?
