I am still having trouble locating a death certificate for my great grandmother Grace R Taggart born in missouri in 1897 and died in 1947 Brookline Ma.

Massachusetts death records from that time frame aren't typically online.  You would need to purchase it.

Sorry, didn’t read. This must be new. I saw something about them changing the rules, but I didn’t know it had gone through. Give the town a try anyway.

Someone who died in 1947 might not have even had a Social Security number.  The Massachusetts death index says her death record was in vol. 30, page 523, so that is probably sufficient for them to know which person you're looking for. 

I would try the town first, but be aware that many government offices are closed or backlogged due to the pandemic.
