Petty Sessions explanation?

Hi all,

I found this entry into the petty sessions records for my ancestor James. He was accused of assaulting a sheriff's bailiff when the bailiff tried to take away a cart or a donkey or something? And something about a civil sell decree? Can someone explain to me what's going on here? Does this mean that James was perhaps struggling to pay, and so his things were taken away to be sold?

It says a “civil bill decree.” So he owed some money. He failed to pay and the person  went to court and obtained an order to seize goods to the value of the debt.  The bailiff was attempting to carry out that seizure (by taking his ass, car & tacklings) when the assault took place.
