Many thanks for your continuing research.
I believe that I have found the mother of the 1868 born infant James:
Mary Ann Haynes 24 Wife Wesleyan born England
as:
MARY ANN COOPER
BIRTH ABT 1844 • Daventry, Northamptonshire, England
DEATH 1917 • Warrington, Lancashire, England
with her first born James HAYNES was born 17 July 1968 in Spain/Gibraltar.
Her later children were all born back in Daventry and Warrington England.
The child's full name appears to be James William Thomas Sheldon Haynes.
For me the SHELDON name rings a bell [no source recalled] as a business partner to the HAYNES  brothers in Cadiz.

What is the difference between the 1868 list and the 1871 census please?

They are censuses taken three years apart, one in 1868 and the other in 1871. The Archives refer to them as "Registers of Inhabitants".

If you are looking at the 1868 and 1871 Gibraltar census images, Thomas John Haynes' 1871 entry is at the top of page 184 in the Second Division pdf.

The bottom 3 on this list are your Cochranes en route to Madeira on the Royal Ulsterman. Looks like AT Cochrane put the ladies in First and himself in Third Class. 

Miss Dolly Haynes was someone else. There are a couple of Dolly/Dollie Haynes in the 1914 Gibraltar census.
