Hi,
    is there any chance of seeing electoral roll for Belper 1969/70 without actually going to the library.

Almost certainly not a chance! ;D
Those Electoral Registers available online tend to be those from the bigger cities (London, Manchester spring to mind).
Nothing on Ancestry for Derbyshire ???

Try Derbyshire Record Office.
Garrad (Suffolk, Essex, Somerset), Crocker (Somerset), Vanstone (Devon, Jersey), Sims (Wiltshire), Bridger (Kent)
