Query 1
Have found someone who may be a relative on Find my Past - Electoral Registers and Companies House Directors 2002-2020.

his address is  '548 Chemin du Pilon 06740.'     That's all the given information. Any idea what town/country this may be?

Query 2.

Child had his name officially changed in 1964 by Deed Poll 'and enrolled in the Supreme Court of Judicature.'
Are records from that period accessible and would the child have been issued with a new Birth Certificate?

If you google the address in inverted commas it appears to be in Châteauneuf-Grasse, France. There is an English sounding name associated with that address in at least one of the results.

1)  France  - 6740 is the equivalent of our postcode and covers Châteauneuf-Grasse in Provence.

2) The record of the deed poll will be in registers held at the National Archives (Series J18) . There would be no new birth certificate - a deed poll doesn't change the name you were given at birth, just the one you choose to use from then onward. As an enrolled deed there should also be an announcement in the London Gazette.

No one changed their name by deed poll. Deed poll like many other methods was only proof that a change of name has taken place.

From the info re French address found a phone number which turned out to be the 'right' one.
