Orphan's home "boarder" vs "inmate"

I have found two of my ancestors, brothers ages 3 and 6, on a 1910 census of Indiana, living at the St. Joseph County Orphan's Home in Mishawaka.  They are both listed as "boarders", whereas most of the other children are listed as "inmates".
I am wondering whether "boarder" might be temporary, and "inmate" permanent.  Any help much appreciated.

Boarder often means paying for board

Inmate does sound more like held forcibly used more for prisons or medical institutions tho I not familiar with American  terminology

Do you know if they had family members who were still alive? "Boarder" might tell you that they do and are paying for the children's board. I've seen children in orphanages while their (widowed) mother was still alive.

Thank you brigidmac and oldohiohome for your help. 
I know that the two boys' father was still alive, but I'm not sure about the mother.  Am still looking for her.
