Which sites have you looked at? This will save anybody on here revisiting work you have already covered.
familysearch.org is the biggest.
Then there's ancestry and findmypast.

Are there any more children baptised to Thomas and Ann at Walsall? Or in Staffordshire generally?
This would give a idea of what year they might have been married.
Does it give a place of residence or an occupation for Thomas on William's baptism in 1755?

I have not been able to establish Thomas nor his son William Hart occupation. I have used the site FreeReg which is a terrific site constantly being updated.

The BTs for the baptism can be viewed at an LDS family history centre

However, there is this baptism in Wednesbury 1756, so it might be a different Thomas & Ann

modified to add, the image for this baptism is on FindMyPast, no occupation given

Not one named Thomas? That’s odd.
