William Warburton, Manchester St Michaels Ward Relief Committee

After an unproductive on line search, I am wondering if you may be able to help with this. I have purchased a Victorian photo album and on the front page is a presentation to William Warburton, secretary of the st Michael's ward relief committee, of this album and a timepiece in March 1879. All the photos inside are from studios in Manchester. I cannot find anything on line about this committee or William.  This is not my own family, but I would dearly love to get this album back to the family of William. Any information would be greatly appreciated

In 1907 an Alderman John Grantham died.  In the long obituary word is mentioned of his work on the New Cross and St Michael's Wards Relief Committees which was active during the famine.

In 1885 there was a meeting of that committee in Rectory park School.

In 1879 there is a William Warburton resigning from a school committee, and a William Warburton possibly going bankrupt, but I do not know if they are the same person.

There is a William Warburton (wife Sarah G) born 1828 in 1871 in Manchester a grocer, which might be the man in financial difficulties.

There is an obituary somewhere of a William Warburton on  27th November 1900 age 72 (so about 1828 birth).  This information came from IGI, but I cannot yet find in archives to read what it says.

Added:  No, William Warburton the grocer has died before 1891 census.

there seems to be quite a few William Warburtons in Manchester
