Mrs Ayers could be the owner of the property and Walter is her lodger.

Have you found them all in 1861/1871? Was Mrs Ayers at that address?

That's how I read it.

Walter, whose father's name is Noah, is lodging with Mrs Ayers.

I can't see any implication whatseover in the document that either Walter or Noah are 'living' with Mrs Ayers.

1851 Noah is with wife Elizabeth plus children including Walter

1861 Noah is with wife Elizabeth and some of their children at Red Lion, St Peters St, Ipswich

Noah & Elizabeth are still at that address in 1871.

Walter is getting married. He’s been asked what his father’s name is, and has stated that it’s Noah.

The form relates to Walter - asking for Walter's details eg who he resides with = Mrs Ayers could be his landlady (living there 18 months - near St Peter's church) - asks for father's details because of age (although he is over 21) - Noah has nothing to do with Mrs Ayers.
