I found on' find my past' a birth record for my grandfather in 1897 which comes under the title Cheshire Workhouse Records, on his birth certificate it states place of birth as Newhall R ?, cannot make out second letter, does this mean he was born in the workhouse?

RD means Rural District. The Public Health Act (1872) mapped out England into Sanitary Districts, both Urban and Rural. The 1894 Local Government Act, turned the Sanitary boards into District Councils  but retained the division of those in Urban and Rural areas.
