Why did Ohioans marry in Newport, Kentucky 1917

I have a couple, both born and living in Corning, Perry County, Ohio who went over the border to marry in Newport, Campbell, Kentucky in 1917 and then return to live in Corning, Ohio.
Looking through the marriage records for 1917/1918 I see a large percentage of the couples married in Newport were from Ohio.
Why did so many couples from Ohio head east over the border to marry in Newport, Kentucky?

Was it cheaper to get married in Kentucky?
Were there less restrictions on getting married in Kentucky?
Were able to marry at a younger age in Kentucky?
Was it just a great place to get married and have a holiday?

In my case the husband was 23 and the wife said she was 21 although I think she was 17.

There seem to be too many couples from Ohio marrying in Newport, Ky for it just to be a coincidence.
Does anybody know the answer!

This article mentions Newport as Gretna Green (place that people go to marry because it's easier) - http://www.kytnresearch.com/uploads/1/0/7/9/10790949/lowe_t252.pdf  It lists the current (or at least as of 2015) marriage laws by state, but I don't know if they differed back then

Thank you for the newspaper article, much appreciated.

I must admit, while I was pondering over why they got married in Newport the thought of Gretna Green did come to mind.
Now you give me the lead I will follow it up.
