2 Herberts?

Help please
I am looking at the history of The Old Lottery beerhouse/pub in Paulton.
I know that Herbert Carter was reported  in  a coroner's inquest in the Bath Chronicle and Weekly Gazette 05 January 1893 as  the landlord
I have on my tree a Herbert John Carter son of Felix Carter and Hepzibah Carter. Felix was a cattle dealer and inn keeper in 1901 with two sons Herbert John and George
Herbert John is with the same George with wife Clara as his brother in 1891.
Herbert John is the only registered Herbert in 1871+_ 2 in Clutton

But there is always a BUT
in 1891 I have two censuses

RG12/1926 fo128 p 7 High Littleton Herbert John with brother George and his wife Clara
RG12/1926 fo92 p 5 Paulton Manager Of Inn Pub at the Old Lottery

I can not find any other reference to the second Herbert. Is it possible this is one Herbert recorded twice or who was the second Herbert?

I would guess that the same Herbert was entered twice. The census was carried out by different enumerators, the places are a mile apart so maybe different days, Herbert probably gave his own age at one place and someone else the other, hence the difference of 1 year on the age stated.
