Army abbreviations

Please can anyone deciper the following for me from my father's WW2 "service & Casualty form"
c.t.b.w.to R.A.F. raleous  w.e.f. 21.1.43 .     
He was in Ceylon with the Army and I know he was seconded to the Decoding camp to cook  for the women and lived at an RAF base each night.  Thank you

Are you sure it isn't c t b a - ceased to be attached which is the term used when someone moves away from a temporary attachment.

Can you copy and post the bit from his record I don't find raleous.
