It does look to be Atkins.  However, to be sure, check to see if this writer uses a round style of A elsewhere.
I think this is simply a poor instance of a capital A.  The example attached is perhaps a better one.  My reason for asking is that I failed to find an Atkins in the Hearth Tax records, which could mean either that I'm looking for the wrong person or that for some reason he was excluded.
