A public grave is one that is owned by the cemetery and a private one is one that has been purchased. Many people couldn't afford to purchase a plot. In the case you mention it's wuite possible the widow Graham didn't have the money to spare but later her son was able to purchase a plot for the family and thus his mother was buried there.
Away sorting out DNA matches... I may be gone for some time many years!

Thank you very much Aghadowey!!!!. Another clue that another son named Robert was part of the family. Men are harder to track down I find but never give up.
