The term “Heavy Worker” appears throughout the 1939. I believe that it was something to do with rationing; i.e. heavy work qualified yiu for more food.

It will have been noticed that in the rationing scheme of Britain a distinction is being made of men in heavy industries, so that they will receive higher rations. This is because heavy work calls for a greater intake of the energy foods
23 October 1939 - Sunderland Daily Echo and Shipping Gazette -

Special provision is made for heavy workers, who have to apply for the book entitling them to extra rations. A point still to be decided is whether men registered as heavy workers will have the requisite application forms sent to them
