I've seen heavy worker quite a few times on the 1939 Register.

The term “Heavy Worker” appears throughout the 1939. I believe that it was something to do with rationing; i.e. heavy work qualified yiu for more food.

 It will have been noticed that in the rationing scheme of Britain a distinction is being made of men in heavy industries, so that they will receive higher rations. This is because heavy work calls for a greater intake of the energy foods
