electoral rolls around 1914

hi, my g grandmother is on the 1914 and 1913 electoral roll.....would this mean that her husband had deceased as he is not there?. thank you

My understanding is that a woman had to be over 30 & own property.
This would enable her to vote in local elections.
Men had to be over 21 & own property.
It may be he didn't meet the criteria or as you say he was dead.
