Could it be for restraining sheep when in the sheep dip?

Good idea. I asked another old farmer and he thought that but said not very likely.... Any more suggestions?

Interesting. The photo was taken in North Derbyshire, UK but that of course does not mean the tool is from there.

Looks like a saw to me, but his hand seems to be hiding the relevant part where the bottom of the blade is attached.

I wondered about that, but can only find ones with a clip on the end of the stick, to stop it coming loose.
