This looks like the county clerk's government site - https://www.bureaucounty-il.gov/County-Clerk

They have a genealogical site here - http://bureaucountygenealogy.com/  I didn't see any birth records for your people.  I wouldn't have high hopes of finding much from then, since Illinois didn't require vital registration until later.
