Royal Navy at Sea and in Ports 1901 census N.China

I`m looking for a James Johnston for whom I have a Scottish birth certificate. He was born in Greenlaw in 1880 illegitimate son fo Mary Johnston and he is proving very elusive.

I have found a James Johnston on the 1901 England census, really just hoping to prove who this one is. RG13 Piece 5330 Folio 11 page 14.

He is aged 21(right age). a Member of Garrison, birthplace Scotland; the English have their actual birthplaces, so frustrating !!  Town Sinho, Peiho River, North China. Vessel Phoenix. Under occupation it says Private and what looks like RN L.

My brain just won`t tell me where to look for enlistment, if available.

I reckon it says Private, RMLI. He was a Private in the Royal Marines.

He was James Johnston 8923 born 30/9/79 at Broughton, Edinburgh. Mother Jemima.

His presence at the North West Fort at Taku in 1901 is noted on his service record.
