Theres a marriage JAS 1873 Cockermouth with Jane Blacklock and Hugh Scott on the same page.

Did the grandparents from 1881 have a son called Hugh on earlier censuses?
modified - sorry they arent Scott grandparents, are they actually Blacklock rather than Blackburn?

Parents possibly John Bell Scott and Jane Blacklock who married in Newcastle in 1851 at All Saints.

Scratch the above - John Bell Scott's Father was Edward and he did not marry Jane.

Liz may well be right though.

Good find Comberton.  This 1875 marriage was at St John, Newcastle upon Tyne.

Just to add Elizabeth Blackburn's parents Henry Bailey Blackburn and Sarah Wilson married in Bradford, December quarter 1848..
