Barrhead Lamplighter/Commisioner

The Rachel O’Neil I mentioned in my ‘shop’ post was married to John O’Neil.  John was a Lamplighter but in the 1911 census as well as his occupation being Lamplighter it notes his Employer as ‘Town Council, Burgh Commisioner’.
Could someone shed any light on the significance of this?

It just means that he works for the town council. He isn't the burgh commissioner, the burgh commissioner is his employer.
