When you say they've been searched, to what extent? New Deer has a churchyard & also a cemetery.   There are also graves around the Church of Scotland church in Old Deer but the cemetery is located in Stuartfield. Have you visited the sites & looked for a headstone? There may not be one. Not everyone could afford one. Fetterangus & Savoch churchyards are not too far away, likewise Strichen.  Have you searched on Desceased online?

If you like, now that we know where Isabella's buried, I could have a walk round the churchyard & look for a headstone. It's not too big to search & I live nearby.

Good luck!
I note that in 1901 Isabella was still living in Bulwark & was a pauper. It would be a good idea to try & find out if she was in receipt of poor relief. Have you found her in the 1911 census? What does her death certificate say? If she was poor then there may not be a headstone but no harm in looking :)
