  Not quite the same as London, but our local Electoral rolls for 1920 have people who live elsewhere and are on the roll as owners of land.

I feel it would be easier if I gave you the name and address I am looking at so you can see the records for yourselves:

London Electoral Rolls on Ancestry
Henry Anson Howard
Hosier Lane

There are other family members with him but not all of them all the time.

There is only the one page of records.

They were brothers, not father and sons as I previously said. Reynolds and Henry were butchers but I don't know about Thomas  Haven't done much research with him. I wonder if Hosier Lane was a shop but I still wouldn't expect them to be registered to vote twice.

There's no match I can find between that full name and hosier lane.

Give the URL, and explain who you expect to see (name and birth year)
