Interesting . . . .

Not sure, but I was thinking the cloche hats on two of the women were more early 1920s.   

Also the length of skirts look later than 1900s - but the older woman seems to be dressed in an older fashion, doesn't she.

the Welsh newspapers archive stops in 1919, but there are plenty more mentions of clean milk demonstrations in South Wales in the early 1920s on other newpaper sites. It seems to have been a regular thing at agricultural shows.
