What was his occupation on his children’s birth certificates?

If he was living on Ware Road, you might expect him to be within a reasonable distance of his place of employment. I can’t see a Fertiliser Factory around Hertford or Hertingfordbury on this map series:

It could be that is is further away or was not built at the time of this map

I am not sure if this is possible, but I wonder if there is any way to locate a fertiliser factory in a directory.

Rothamsted Research is about 15 miles from Hertford, and had one of the first artificial fertilizer manufacturing factories.

If you search the 1939 register for 'fertiliser' in occupation, and restrict the search to Hertford and surroundings, then you will have an indication of other people who may have been working at the same place. (Do not put any other information)

Unfortunately many people may just have put 'factory worker', but it is worth a shot.

"Horns Mill" ( Horns Mill Road ) milled grain / seed / bone.
Bone used for fertiliser.     

Mill bought by "Webb & Co" before HMStokes was born but traded on until the 1970's.Became housing estate.

Worth contacting Hertford Museum ? https://www.hertfordmuseum.org
     

The Addis Factory was in Ware Road and cut/drilled  bone for all sorts of brushes.

I wondered if 'Fertilizer Factory' might be a euphemism for War Materials establishment such as

Thank you for sharing this very useful search technique.  I am sure that I will use it again.

Royston Herts, seem a likely location and I have written to Hertfordshire Museum archivist for confirmation.

Along with several 'Fertiliser Labourers' from Royston in 1939, I found this 'Chief Clerk'.  I wonder where his surname comes from? Austria, Germany or just a mis-spelled Simons?
