Is there any way to search WA passenger lists online for period before 1865?  I live in Victoria.

Yes there is.

RChat's Resources Board for Australua has a child board for each state.

Western Australia's resources  have live links for as early as 1829 ... early  ones can be sketchy,  But Battye Library would likely have email contact readily available.
