I've sent for Arabella's birth certificate and have emailed the sabrits website for details of William.

Have just received the birth certificate which records that Arabelle Phoebe Outhet was born 21/7/1881 at Valparaiso, Chile, father William Williams, Verger at St Paul's Church, mother Alice Waymack, registered 21/4/1885 by the HBM Consul. Seems a bit late for registering the birth? However, seems that as Alice's surname was recorded wrongly it must be the same family.

On 1911 Census Arabella P.O. Williams is aged 29 and is listed as being a Salvation Army Officer.  It may be worth contacting the SA Headquarters in London as I would think they have extensive records / information on their Officers.  (They may even have a photograph of her in her uniform.)
