Does anyone know if newspaper photgraphs can be improved in any way.
They just appear as a lot of dots.

I agree with Trishanne.  Post the image and let's see if we can improve it.

This is a newspaper one that was done back in November. https://www.rootschat.com/forum/index.php?topic=839892.0

The problem is one of increasing both smoothness and sharpness at the same time; that is, running the dots together to give the face some skin and also making the facial details clearer. Usually to do one thing you have to compromise the other or, to some degree, you make it up.

Since then some restorers have been experimenting with a couple of artificial intelligence filters which in some cases can achieve the impossible: both smooth and sharpen. Sometimes the results are good; in others the Artificial Intelligence isn't too intelligent: either it doesn't even recognise an image as a face or it produces quite grotesque results.

As Pat (Trishanne) and John have said, send it in to see what can be done.

A quick try from me, but I suspect others will be able to do better. My method was to Blur, then Sharpen, but I was a bit hit-and-miss with the amounts of each. Simply reducing the size of the final version seems to make it a bit clearer.
Researching among others:
Bartle, Bilton, Campbell, Craven, Emmott, Harcourt, Hirst, Kellet(t), Kennedy,
Meaburn, Mennile/Meynell, Metcalf(e), Palliser, Robinson, Rutter, Shipley, Stow, Wilkinson
