Newport Lodge, Seabrook House, Newport Farm etc appear just before Red Cow in the 1851 census ....

My reading of the '51 Census is that "Newcourt Cottages" immediately proceed "Red Cow". The address on the '51 Census is "Red Cow" - no mention of "Village"?

Found it!
Yes, there is, or at least was a "Red Cow Village" in Exeter but I've never heard of the area being referred to as such.
I know exactly where it was/is, Cowley Bridge Rd, just past the St David's Station on leaving Exeter. There was once a Red Cow Inn which was demolished 2006. I've always known the area as St David's, as does everyone else.
Going on the info you have, that's not the place you're looking for but the Red Cow at Topsham most definately is.
