FreeBMD list him under both surnames - Bayliss and Edmonds-Bayliss
Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.
Remember - "They'll be found when they want to be found" !!!

The new GRO index and the old printed one have been compiled using different indexing rules  particularly around how they list children born to unmarried parents (as this one appears to be), so different results are to be expected.
