Saltley was a reformatory for boys only, despite what the article in the Birmingham Mail suggests. There were separate establishments for girls, as was the Victorian way.

The second line seems to say associating with his companion- maybe there were 2 of them stealing together.

It's possible he had one or more accomplices for his offence - this was pretty common, but if they were younger than about 10 or older than 15 they would have been dealt with differently. Likewise, if the companion(s) were held to be less guilty, or did not have previous brushes with the law, they might be treated more leniently.
