Local exercise (Lockdown in England)

We are told we can take local exercise, but can anyone find a definition of local?

Two women in this report who drove separately five miles from home to take a walk, fined by police.

And it's also against the law to take any liquid refreshment with you, apparently.

The women did not just drive 5 miles to meet and take a walk, they drove 5 miles to a local beauty spot to meet and take a walk. 
If people would stop congregating at beauty spots from Hadrian's Wall to Brighton beach, we might not have such a high contagion rate!

OH and I went for a walk in our local woods early in the week.  There was an elderly couple, probably in their late 70s or early 80s sitting on a bench, they were just about to pour a hot drink from their flask and had already opened the tube of Pringles, while enjoying the snowy view.  Who knew they were committing an offence! It was quite cold, so unlikely they would be there for very long, maybe one of them had a medical issue where they needed to eat/drink something eg diabetic or maybe they just needed a rest and a hot drink.

If drinking a takeaway coffee outside is considered a picnic and is an offence, then why are establishments that sell them allowed to open? If you drink or eat your takeaway in your car is that a picnic? Should you have to prove to the vendor where you intend to consume the food/drink before they sell it to you?  (not that I ever buy takeaway coffee, far too expensive!)

The article had a couple of errors/omissions in that they travelled at least 7 miles, perhaps 9 miles. They finished up in the next county and whichever Water Company it is that owns the site had closed the car park. The car park itself is some distance from the reservoir and trails.

It's all been dropped now anyway so there's no charges to follow. There was a time you had to be named Cummings or Gove, perhaps be the father of the PM and a blind eye was turned but now it's open season.

And the travesty of the reservoir ended with the fine being revoked and the women selling their story to the press.

Or any one of the numerous other politicians, professors, mayors, footballers, "famous" people etc., etc. who have been long forgotten.
It struck me from initial report that the "Derbyshire Two" were young enough and fit enough to  have actually walked the distance they drove to "take exercise". Or is that asking too much?. Whatever.

Well if we have learnt one thing through all this it's that certain words have new meanings; Permitted is the new mandatory, exercise is an excuse not an activity and lockdown means nothing much at all.
