Public Notice, Huddersfield Chronicle - West Riding Union Banking Company?

Attached is a heading for a public notice in the Huddersfield Chronicle, 14 February 1874, regarding the West Riding Union Banking Company.

The headings read 'Copy of Return Pursuant to 7 and 8 Vic c 32' and 'Persons of Whom the Company or Partnership Consists'

Below the heading is a list of more than 100 people and where they reside.

Are these people shareholders of the West Riding Union Bank?

I also don't understand the phrase 'Copy of Return Pursuant to 7 and 8 Vic c 32'. When I look this up, it seems to have something to do with the Bank Charter Act 1844.
